Do I need a permit?
In Ottumwa, many projects need a permit from the building department before you start: building or expanding a structure, roofing, fences, decks, electrical, plumbing or heating work, signs and demolitions.
Very small repairs (like painting) usually don’t. When in doubt, ask before you start — building without a permit can cost you much more later.
How to get it
- Go to the city’s permit portal (link below).
- Create an account or log in.
- Choose the permit type and describe the work (address, what you’ll do, who’s doing it).
- Upload documents or plans if asked.
- Pay the permit fee.
- Wait for approval. There will then be inspections at certain stages of the work.
Watch the contractor
- A serious contractor pulls the permit under their name and knows the process.
- Be wary of anyone who says “no permit needed” to skip steps.
- Always get a written estimate.
