Do I need a permit?

In Ottumwa, many projects need a permit from the building department before you start: building or expanding a structure, roofing, fences, decks, electrical, plumbing or heating work, signs and demolitions.

Very small repairs (like painting) usually don’t. When in doubt, ask before you start — building without a permit can cost you much more later.

How to get it

  1. Go to the city’s permit portal (link below).
  2. Create an account or log in.
  3. Choose the permit type and describe the work (address, what you’ll do, who’s doing it).
  4. Upload documents or plans if asked.
  5. Pay the permit fee.
  6. Wait for approval. There will then be inspections at certain stages of the work.

Watch the contractor

  • A serious contractor pulls the permit under their name and knows the process.
  • Be wary of anyone who says “no permit needed” to skip steps.
  • Always get a written estimate.
